Manatee Protection Plan Review Committee

Recent history
The Manatee Protection Plan Review Committee (MPPRC) held its last meeting on Oct. 9, 2009. The following month, the MPPRC submitted its recommendations to the Miami-Dade Board of County Commissioners, as well as data and analysis reports to the Florida Fish and Wildlife Conservation Commission (FWC) in order to elicit initial comments on revisions to the Manatee Protection Plan (MPP) as required by State law. Changes to the MPP must be approved by FWC and the U.S. Fish and Wildlife Service (USFWS).
Since then, FWC and the Environmental Resources Management staff have further discussed the MPPRC's data and recommendations. On Sept. 23, 2010, the Miami-Dade County Manager instructed Environmental Resources Management to continue to work with the FWC and USFWS to develop a revised Manatee Protection Plan based on the MPPRC recommendations and FWC comments.
As requested, Environmental Resources Management staff provided additional supporting information. County and FWC staff have focused on the motions and section of the 1995 MPP that addressed Marine Facility Siting Guidelines. Based on the Committee recommendations and FWC's input, a draft revision of the narrative and maps in that section of the plan was developed.

In October 2007, the Miami-Dade Board of County Commissioners adopted Ordinance No. 07-144, which established the MPPRC. The Committee consists of 14 Miami-Dade residents, each appointed by a Commissioner or the Mayor of Miami-Dade County.
According to Sec. 2-626 of the Ordinance, the purpose of the Committee is to provide advisory recommendations to the Board of County Commissioners as to the need for amendments, revisions and additions to the 1995 Miami-Dade County Manatee Protection Plan, consistent with manatee protection regulations as may be proposed or adopted by the State of Florida. The Committee was required to conduct public meetings no less than quarterly for a period of 18 months from the effective date of Ordinance No. 07-144.
The last Committee meeting was held Oct. 9, 2009.
