Stormwater Management Permits
All new development activity and various types of construction projects require permits from the Department of Environmental Resources Management (DERM) to ensure stormwater runoff is treated for contamination from pollution, and to reduce flooding impacts to the site and surrounding properties. These permits include: Class II, Class III, Class V dewatering permit, Class VI, and the Surface Water Management Permit.
Class II Permit
A Class II Permit 
for the Discharge of Stormwater Runoff is required for any drainage system where the design of this system includes discharges to a surface water in Miami-Dade County. The Permit is issued for disposal of excess stormwater runoff, and is issued only after the Applicant can demonstrate that they have contained the majority of pollutants on-site. This Permit may be rescinded if a detrimental affect is found on the receiving water body due to a malfunction of the drainage system, lack of maintenance, or for other reasons.
Class III Permit
A Class III Permit is required for the installation of culverts, bridges, headwalls, utility crossings or similar activities within nontidal lakes, canals, rivers, water areas or water fronts, easements, rights-of-ways or access agreements owned by Miami-Dade County.
Class V Permit
A Class V Permit is required for any dewatering activities, such as removing groundwater from an excavation for construction purposes. Controls such as sedimentation boxes and turbidity curtains will be required, to ensure turbid water and sediment does not impact nearby bodies of water or existing drainage systems.
Class VI Permit
A Class VI Permit is required for drainage systems constructed in non-residential projects.
Surface Water Management Permit
An Environmental Resources Permit (ERP) is required for construction projects that disturb more than two acres of impervious area, and fall within certain geographical size limitations. This Permit is issued through authority delegated from the South Florida Water Management District.
Other Important Information
In addition to the above permitting requirements, DERM also reviews and provides comments in concert with the appropriate agencies the following activities:

Drainage well plan review for the installation of injection drainage wells

Tentative and final plat review as part of the subdivision approval process

Canal right-of-way exchanges are processed for the acquisition of County canal rights-of-way and release of unneeded canal reservations

Plan review for cut and fill criteria is required for projects located within areas designated as special drainage basins, where fill restrictions are in effect
